A Man for All Seasons, Kamlakar Phand, a veteran bureaucrat has been appointed by the Government of India as Chairman of the State Expert Appraisal Committee, Maharashtra (For State Level Environmental Clearances). This is a first state expert appraisal committee for all projects related to industries, mining and irrigation. His last posting was as Chief General Manager at Maharashtra State Road Development Corporation (MSRDC).
In his new role, he will be responsible for granting clearances on environmental issues for upcoming Industrial projects, Irrigation, sugar industries, mining Sector, infrastructure and other projects.
Kamlakar Phand, an IAS cadre officer (Retd.) is known for his vivid acumen and visionary approach. He has handled various portfolios of Maharashtra Government for 34 years. He has served as Personal Secretary to Maharashtra Chief Minister, Vilasrao Deshmukh for the term 2004-2009.
He has a vast experience working with Maharashtra Government on various posts that includes Collector Cadre, Additional Collector and Deputy Collector Cadre. He has vast experience in working in key departments that includes Revenue, Urban Development, CIDCO, MSRDC, ULC, Social Justice, Woman and Child Welfare, Stamp Duty and Registration, Food and civil supply and Municipal Corporations.
Phand was Awarded as outstanding officer on duty for Latur-Osmanabad Earthquake relief and rehabilitation, where he worked 4 years for said scheme. He has an excellent track record of dedicated and sincere service, leadership skills to lead the workforce from planning stage to execution.
He is a Troubleshooter, who pays deep attention and response for public queries. Known for experienced leadership skills and keen development ideologies, strategizing and creating holistic master plans integrating zoning and infrastructure for sustainable township development and consistent execution of projects.
