Early Life and Humble Beginnings
Bhagwant Singh Mann was born on October 17, 1973, in Satoj village, Sangrur district of Punjab, into a farming family. He completed his schooling at the government school in Chemma village and earned a Bachelor of Commerce degree at Shaheed Udham Singh Government College in Sunam. During college, he won two gold medals at Punjabi University’s youth competitions, showcasing his early talent and drive.
Rise as a Comedian and Actor
In the 1990s, Mann began his entertainment career by releasing popular comedy albums such as Gobhi Diye Kachiye Vaparanay and Bhagwant Mann Hazir Ho. He hosted regional comedy television shows including Jugnu Kehnda Hai and Jugnu Mast Mast, and performed internationally with the comedy tour No Life With Wife. His charisma and wit earned him national recognition during his appearance on The Great Indian Laughter Challenge in 2008. He also appeared in the National Award–winning film Main Maa Punjab Dee, earning acclaim for his natural performance and wider appeal.
Transition to Politics
Mann embarked on his political journey in 2011 by joining the People’s Party of Punjab and contesting the 2012 assembly elections from Lehra. His strong connection with the people and his genuine approach made a lasting impression. In 2014, he joined the Aam Aadmi Party and won the Sangrur Lok Sabha seat by a margin of over 210,000 votes. Free Electricity for All
Mann’s administration introduced 300 units of free electricity per household every month starting July 1, 2022. Additional subsidies are in place for families from Scheduled Castes, Backward Classes, below-poverty-line households, and freedom fighters. Farmers continue to receive subsidies for daytime irrigation. Nearly 85 percent of households benefit, generating estimated savings of around ₹5,590 crore in just one fiscal year—all while the state power utility remained profitable.
Healthcare Revolution
The creation of over 850 Aam Aadmi Clinics (now Ayushman Arogya Kendras) has revolutionized primary healthcare in Punjab. These clinics provide free consultations, diagnostics, medicines, and treatment to about 58,000 patients every day. Over 2 crore people have benefited, with estimated out-of-pocket savings surpassing ₹1,000 crore. The state is now expanding the program with plans to add more urban clinics.
Education Overhaul
Under Mann’s leadership, schools have seen a dramatic transformation. Over 1,400 kilometers of boundary walls have been built and more than 10,000 new classrooms added. Separate toilets for girls have been installed in over 1,400 schools, with desks and Wi‑Fi now available in 18,000 schools. Budget allocations now include monthly cleaning funds, campus managers, and security personnel. Additionally, 118 senior secondary schools are being upgraded as “Schools of Eminence,” complete with emerging teaching methods and international training for educators.

By March 2025, more than 51,000 government jobs had been filled through transparent, merit-based recruitment, with zero legal challenges. Contract employees (around 35,000) have been regularized, and plans are underway to create another 50,000 positions. Economic Growth and Ease of Doing Business
Punjab has attracted over ₹94,000 crore in new investments, including major projects like a ₹138 crore cattle-feed plant and the establishment of a dynamic startup accelerator. The Mann government amended labour laws to ease compliance for small businesses, extended permissible work hours for them, and cut down regulatory inspections. Investors now view Punjab as a welcoming and growth-oriented destination.
Water and Infrastructure Advancements
Punjab has tackled groundwater depletion by revitalizing canals and irrigation systems. As a result, the use of canal water at the tail ends has jumped from 21 percent to 84 percent. The launch of a special road safety force has already driven down traffic fatalities by nearly half, and new sub-divisional government complexes have been constructed to bring services closer to citizens.
Fighting Drugs and Promoting Safety
Operation Yudh Nasha Virudh has made real progress. Law enforcement in districts like Mohali and beyond is making approximately five arrests per day. More than 90 FIRs are registered every month, with large drug seizures and demolition of illicit properties. This effort includes rehabilitation support and a strong focus on convictions.
Social Inclusion
The Mann government has extended much-needed support to marginalized communities, providing ₹67.84 crore in loan waivers to 4,727 Scheduled Caste and differently-abled families.
